PROBLEM TO BE SOLVED: To suppress a stress due to a difference between thermal contraction and expansion of a heat transfer tube and a thermal storage/cool storage material and to reduce a thermal resistance of a gap in a thermal storage/cool storage tank using a thermal storage material. SOLUTION: The heat transfer tube 1 is embedded in the thermal storage material 2. Axially extending fins 4 are provided on the tube 1. A gap is previously formed between the tube 1 and the material 2. A metal powder 5 having a high thermal conductivity or the like is filled in the gap.
