PROBLEM TO BE SOLVED: To improve a fire resistant characteristic easily and restrain an increase of weight while keeping a heat insulation characteristic, strength of a heat insulation layer and a shock resistant characteristic at a normal temperature by forming a fire resistant film in a pannel. SOLUTION: This pannel comprises a surface material 12, a heat insulation layer 14 formed on a rear surface of the material 12, and a fire resistant film 13 made of coating film or sheet composed of foaming fire resistant coating composition which is provided at at least one position of a rear surface of the layer 14 and between the material 12 and the layer 14. In providing the rear surface material 15 on the rear surface of the layer 14, the fire resistant film 13 is formed at at least one positions of the rear surface of the material 15 and between the layer 14 and the material 15. The thickness of the film 13 is preferably 0.5 to 5.0 mm.
