PROBLEM TO BE SOLVED: To obtain a low staining water-based coating material composition which reduces a contact angle of a coating film to water to a great extent, resulting in exhibiting excellent stain resistance, and furthermore excels in water resistance, film-formability, curability, external appearance of a coating film, weatherability, and low environmental pollution, and an outdoor article obtained by coating the composition. SOLUTION: The low staining water-based coating material composition to be used comprises (A) 1-50 pts.wt. compound having a structure of the formula: R1O SiO(OR1)2}e SiO(OR1)(OR2)f SiO(OR1)(OR3)}gR1 (wherein R1 is an organic group or hydrogen atom; R2 is a polyalkylsiloxane polyoxyalkylene group; and R3 is a polyoxyalkylene group or an alkylphenylpolyoxyalkylene group and (B) 100 pts.wt. water-soluble and/or water-dispersible resin.
