PROBLEM TO BE SOLVED: To provide a panel capable of being reasonably fixed to a wall face or the like having a curved surface and to provide its manufacturing method. SOLUTION: A surface layer of an enameled steel sheet or the like, a heat insulating layer of a foam resin or the like having an adhesive on both faces, and a water guide layer of a water guide sheet or the like having protruded stripes are laminated in this order along a convex surface on a base having the convex surface and the radius of curvature in the range of 3,000-7,000 mm, then they are deaerated by an deaerating roll to stick these layers together.
