PROBLEM TO BE SOLVED: To provide a protective film coating fluid capable of improving the luminous flux of a fluorescent lamp since the coating fluid as such effects visible emission, and furthermore capable of forming a protective film more easily and less expensively than according to the conventional technique although the coating fluid is a material capable of forming a film which improve the reduction in the luminous flux in the progression of lighting time, a method of manufacturing a fluorescent lamp, a fluorescent lamp, and a illuminator. SOLUTION: A coating fluid having a fine particulate rare earth composite compound containing at least one element selected from yttrium, lanthanum, and gadolinium, and europium, and water or an organic solvent as the major components is coated on the inner surface of a glass tube and sintered to form a protective film 2. An emission layer 3 is formed by sintering on the inner surface of the protective film 2. The protective film 2 and the emission layer 3 are separately or simultaneously formed by sintering.
