PROBLEM TO BE SOLVED: To provide an evaluation method and a device of membrane filtration performance of a dipped flat membrane capable of evaluating the membrane filtration performance of the dipped flat membrane in a shorter time than hitherto. SOLUTION: This evaluation device 100 of the membrane filtration performance of the dipped flat membrane is formed by connecting an aeration tank 5 in which water W to be treated including activated sludge is stored to a cell 1 in which a flat membrane 2 is arranged and to which the water W is supplied, by a water supply pipe 80a and a water discharge pipe 80b. The sufficiently stirred water W is circulated between the cell 1 and the aeration tank 5, to execute air scrubbing washing of the flat membrane 2, and simultaneously the inside of the flat membrane 2 is sucked by a suction pump P1, to thereby execute membrane filtration by larger second membrane penetration flux than first membrane penetration flux supposed in a membrane filtration device. Then, a membrane pressure difference reaching time by the first membrane penetration flux to be evaluated is calculated, based on a measured value of the membrane pressure difference reaching time at that time.
