PROBLEM TO BE SOLVED: To provide a method for producing an aqueous emulsion capable of forming a cloudless coating with full of flexibility, tough, and superior in durability and solvent resistance; without requiring desolvent process, in a profitable cost, and with safety and sanitation. SOLUTION: The method of producing an aqueous emulsion without using an organic solvent essentially includes producing an unsaturated ethylene monomer solution of less than 50,000 number average molecular weight urethane prepolymer with an active hydrogen group at the end, including a mereapto group and a hydrophilic anion or cation-group forming group; from 1) an organic polyisocyanate, 2) a compound including a mercapto group and an active hydrogen group, 3) a compound including a hydrophilic anion or cation-group forming group and an active hydrogen group, and 4) the other compounds including an active hydrogen group; in unsaturated etbylene mononaers in the presence of a polymerization inhibitor; then neutralizing, emulsifying and subjecting to a polymerization. In addition, this method passes through a urethane prepolymer including a hydrophilic anion or cation-group forming group, with a number average molecular weight of less than 50,000 and an isocyanate group at the end.
