PROBLEM TO BE SOLVED: To provide a developing device, a processing device and an image forming device where problems such as variation in density of image quality, generation of fogging and transfer failure can be prevented by evading lowering of electrified quantity of toner by keeping down deterioration of the toner. SOLUTION: In the developing device, a developer carrier 22 consisting of an elastic roll that is faced in contact with an electrostatic image carrier 13 is provided. A sheet state spacer member 23 is installed in between the developer carrier 22 and the electrostatic image carrier 13 on a part that is other than an image forming range. |
