PROBLEM TO BE SOLVED: To urgently stop a truck forcibly by detecting the uncontrollable running thereof when a braking device becomes ineffective, a coupler is disengaged and the vehicle runs uncontrolled, or the truck starts to run at a speed beyond a set speed by any reason while the truck is running on a descending rail. SOLUTION: A photoelectric sensor is disposed at points A and B2 separated apart by 2 m from each other along a descending gradient rail, and a pulse current signal reflected from a mirror of the vehicle is input when the vehicle passes the point A to start a timer. A shortest allowable second time is set in the timer beforehand and, when the reflected pulse current signal is input from the photoelectric sensor at point B during the operation of the timer, the vehicle causes an overspeed, defect. In this case, a relay is energized to start an uncontrollable running prevention main body so as to bring the vehicle into impactive contact therewith in order to stop the vehicle urgently.
