PROBLEM TO BE SOLVED: To properly judge a collision in a short time according to violence of the collision with simple and inexpensive constitution. SOLUTION: A collision judging part 12 generates a starting signal of an air bag device on the basis of an acceleration signal G from an acceleration sensor 11. An occupant moving distance calculating part 21 of a severe collision detecting part 13 calculates an occupant moving distance S by integrating the acceleration signal G twice. A speed change calculating part 24 calculates a speed changeΔV by time integral of the acceleration signal G when the occupant moving distance S is not more than a threshold moving distance STH. An elapsed time calculating part 26 calculates elapsed timeΔT when the speed changeΔV exists between a first threshold speed changeΔVTH1X and a second threshold speed changeΔVTH2 and judges whether or not the elapsed time is smaller than threshold elapsed timeΔTTH. An air bag is rapidly unfolded or gently unfolded according to a judging result.
