PROBLEM TO BE SOLVED: To quantitatively supply waste without compaction growth of the waste even if a crusher is not installed on the outlet side. SOLUTION: Screws 15b and 16b of sending-out directional tip parts of biaxial screw feeders 15 and 16 juxtaposed in a waste supply passage 12 are removed. The sending-out directional tip parts 15a1 and 16a1 of rotary shafts 15a and 16a of both screw feeders 15 and 16 are bent and made eccentric so that a center distance gradually changes. A rotational phase difference is arranged between these both bending eccentric shaft parts 15a1 and 16a1. Thus, the waste sent in a compacted state is sent out, and is expanded in a tip part to relieve the compacted state, and is stirred up and untied by rotation of the bending eccentric shaft parts 15a1 and 16a1 to be quantitatively supplied.
