PROBLEM TO BE SOLVED: To provide a gas separation membrane and a gas separation filter suitable for selectively and efficiently separating only a specific gas from a gas mixture containing a plurality of gases without being affected by water. SOLUTION: A separation membrane 3 which has a gas permeability, comprises an amorphous oxide formed by Si-containing siloxane bonds and having micropores 4, and contains water adsorbed by the inner wall surfaces of the micropores 4 is formed on and attached to at least one surface of a porous substrate 2, thus giving a gas separation filter 1. The filter 1 is used for selectively and efficiently separating a specific gas.
