PROBLEM TO BE SOLVED: To provide an opening forming device which can efficiently form an opening on a wall panel. SOLUTION: This opening forming device is equipped with first opening forming means 10, 10 and second opening forming means 20, 20. The first opening forming means 10, 10 are equipped with first cutting section (drills) 19, 19. The first cutting sections 19, 19 form openings 3a to 3h on the end surface 4a of the wall panel 3 by carving the end surface 4a. The second opening forming means 20, 20 are equipped with second cutting sections (cutting tools) 30, 30. The second cutting sections 30, 30 form an opening on the front surface 6a of the wall panel 3 by carving the front surface 6a. By using such an opening forming device, the openings are efficiently formed on the wall panel.
