PROBLEM TO BE SOLVED: To provide a fermentation accelerator for organic waste, capable of fermenting the organic waste in a short period of time without adding a microorganism as a fermentation agent, and an intermediate fermentation product capable of being effectively utilized as fertilizer and a soil conditioner. SOLUTION: Bran which mainly contains the aleurone layer cells and endosperm parts under the layer cells of starch seeds is different from ordinary bran, and produces highly excellent effect on organic substances so as to activate soil microorganisms such as fungi and bacteria and accelerate their growth. By applying the effect to organic waste, excellent organic fertilizer and soil conditioners can be produced in a short time.
