PROBLEM TO BE SOLVED: To provide a welding wire on which a surface treatment oil coating layer is formed on the basis of the optimum management criteria for an applying quantity and an applying condition of the surface treatment oil giving a significant influence on the feeding property of the welding wires and a method and a device for forming the coating layer. SOLUTION: When a welding wire on which a surface treatment oil coating layer is formed is cut to get a section orthogonal to the longitudinal direction and the circumferential area corresponding to the central angle of 45 degrees in the circumferential direction of 360 degrees on the section is developed on a plane, an apparent area ratio of the applied surface treatment oil shown in the following expression is 20-85%. Apparent area ratio (%)=(applying area/ measuring whole area)×100=[ S-(b×b')}/S]×100, S=(a+b)×(a'×b'); apparent whole area of a measuring object.
