PROBLEM TO BE SOLVED: To provide a potassium titanate photocatalyst having high gaseous hydrogen generating rate and a manufacturing method thereof. SOLUTION: The potassium titanate photocatalyst is composed of a ruthenium carrying-potassium titanate compound obtained by carrying ruthenium on potassium hexatitanate produced by treating titanium tetraalkoxide and a potassium hydroxide aqueous solution under hot water of >=300 deg.C to <=450 deg.C and having a basic structure expressed by a general formula, Ti6O13.xK.yRuO2 (in the formula, (X) represents 1 or 2, Y is >=0 to <0.5) and has fine particulate form. The photocatalyst is easily manufactured by hydrothermally treating a mixture of titanium tetraalkoxide with a potassium hydroxide aqueous solution, reacting the resultant deposit with a ruthenium-containing solution and after filtering, heating at 250-650 deg.C.
