PROBLEM TO BE SOLVED: To agitate the inside of a fermentation tank without requiring external driving power by accumulating the gases generated in the fermentation tank in a gas chamber and blowing off the gases into liquid by the principle of siphon. SOLUTION: The gases generated in the fermentation tank 10 for fermenting moist organic wastes are recovered into a gas chamber having an approximately U-shaped pipe or approximately V-shaped pipe 34 at the bottom of a cylindrical body 18 disposed in a vertical direction or approximately vertical direction within the fermentation tank and after the prescribed amount thereof are filled into the chamber, the generated gases in the gas chamber are blown off at a time into the cylindrical body and are risen in the cylindrical body. The liquid is sucked up from plural liquid suction pipes 28 which are connected at their top ends to the gas chamber in the bottom of the cylindrical body and the cylindrical body on the upper side of the gas chamber and exist at their bottom ends within the fermentation tank, thereby, a convection is generated in the fermentation tank and the liquid is fermented under agitation.
