PROBLEM TO BE SOLVED: To receive the provision of the same service by accessing the same system from plural kinds of terminals such as portable telephone set, public telephone set and Internet client. SOLUTION: User information is registered in a platform server 12 by an issue managing device 13 and an IC card issuing machine 14 and an IC card 30 is issue by writing one part of this information on the IC card 30. Internet clients 3a and 3b or IC card public telephone sets 9a and 9b read the user information from the IC card 30. An HTTP control server 7 or voice response control server 10 reports the menu of usable services to a user. On the basis of input information specifying the service selected by the user, the HTTP control server 7 or voice response control server 10 is connected to a relevant providing means.
