PROBLEM TO BE SOLVED: To provide a contents managing system or the like capable of attaining the safe utilization of contents. SOLUTION: An application server 5 of a managing center 8 accepts the selection of contents from a user terminal 1 concerning contents registered in a contents data base 6, performs prescribed charging processing and authority processing based on authority information concerning selected contents and permits editing processing of the selected contents within the range of utilization conditions shown by the utilization condition information of contents in response to the editing request of contents from the user terminal 1. In response to the registration request of contents newly generated by editing processing from the user terminal 1, the utilization conditions of these contents are accepted, incidental information containing the utilization condition information and the authority information is generated and the contents and the incidental information are registered in the contents data base 6 and an authority data base 7.
