SOLUTION: Under environment where a computer and a network are equipped, the managing situation of the object of regulations is registered in a management database 12 as management data and the regulations are registered in a regulation database 5. Then based on the management data registered in the database 12, an agent company 3 retrieves the regulations registered in the database 5 to prepare the document the submitting of which to the local government, etc., is obligatory, based on the retrieving result. |
