PROBLEM TO BE SOLVED: To provide an optimum operation control system controlling a plant operation according to a high precise operation plan and outputting a high reliable operation plan. SOLUTION: This system suppresses redundant steam of a plant and controls the inflow and outflow electrical energy of the plant within the fixed range, on the basis of the past electric power and thermal load data based on plant operation data from an energy plant 11, the plant electric power and thermal load estimated according to meteorological data, and the characterization factor of a constituent plant apparatus. It also outputs the plant control data calculated so that a fixed evaluation function value becomes a maximum or minimum, which control the number of an operating plant and the load of each constituent plant apparatus, to the energy plant 11.
