PROBLEM TO BE SOLVED: To provide a transparent conductive film or a transparent conductive sheet and a touch panel using one of these which has excellent pen input durability when used for the touch panel, and especially has a transparent conductive thin-film without being destroyed after running sliding tests for one hundred thousand times under a load of 5.0N using a pen made of polyacetal on the sliding durability test as described later. SOLUTION: This transparent conductive film is formed by laminating a cured layer which is constituted mainly of a curable resin and a transparent conductive thin-film on a transparent plastic film base material in this order. This film has 3-200 protrusions having diameter of 0.05-3.0μm and height of 0.005-2.00μm per 100μm2 on the surface on which the transparent conductive thin-film is formed.
