PROBLEM TO BE SOLVED: To provide a method for controlling the flow rate of cooling water used in a heat exchanger in which a total energy saving can be achieved irrespective of the temperature of cooling water or the temperature of required cooling water. SOLUTION: A refrigerant cooled by the heat exchanger 1 is supplied to an air conditioner (3) by a refrigerant pump 2 to cool a room. A cooling tower 4 is provide outside, and the cooling water is supplied therefrom in a shower in air and cooled by air. The cooling water thus cooled is supplied to the heat exchanger 1 by a cooling water pump 5 to cool the refrigerant. The temperature of the cooling water is measured by a thermometer and inputted to a controller 6. The controller 6 decides whether the cooling water pump 5 is directly controlled (constant rotation control) by a commercial power supply 8 or the variable speed control of the cooling water pump is performed by an inverter 7 on the basis of the temperature. Thus, a switch 9 is operated, and when the control is performed through the inverter 7, the command of the rotating speed of the cooling water pump 5 is supplied to the inverter 7.
