PROBLEM TO BE SOLVED: To improve an inferior dwelling environment of propagating mold and bacteria where an undefloor part of a recent house is sealed up for westernization and convenience. SOLUTION: This invention is performed for improving this inferior dwelling environment. A base material such as zeolite spread with titanium oxide is laid all over under the floor, and irradiated with an ultraviolet ray. Stagnant air under the floor is agitated and exhausted by an attached air blower. The unclean bacteria and the mold die out, a stain is oxidized and decomposed, and an offensive smell is removed by operation of strong oxygen generated by the catalytic action of the titanium oxide. A substance hindering an effect by sticking to the base material such as the zeolite is removed and reproduced to suitably maintain the dwelling environment by the environment improving effect.
