PROBLEM TO BE SOLVED: To solve the problems where a conventional exhaust pipe opening and closing valve uses many parts, taking complicated shapes and requiring long machining time to connect a lever 6 and a power piston 30 and forms a structure requiring long assembling time and so has a large number of part items to result in complicated structure, poor capability for assembly and especially problems in terms of cost. SOLUTION: An output member 26 comprises a plate material formed into a U-shape comprising a bottom face section 26a and a pair of side faces 26b and 26c extending from the both ends of the bottom face section 26a in orthogonal direction of the bottom face, and the bottom face section 26a of the output member 26 is fixed to a power piston 30 with the end of the rivet 34 to be inserted into the holes provided at the centers of a diaphragm plate 30b and a diaphragm retainer 30c caulked together with them. The tip sides of a pair of the side face sections 26b and 26c of the output member 26 are connected to a lever 6 with a connection pin 20 inserted into the coaxial hole provided in a pair of the side faces 26b and 26c and a hole provided at a specified rotation radius position of the lever 6 to be inserted between a pair of the side faces 26b and 26c.
