PROBLEM TO BE SOLVED: To prevent damage to a joint and to minimize secular change of the same. SOLUTION: A filler is provided for the joint of the agricultural water way, and a surface and right and left side surfaces of the filler are coated with a primer so as to have a predetermined primer width. Then, an elastic resin material is coated on the primer within the range of the lateral width of the primer so as to have a predetermined resin thickness, and a mesh sheet material formed of a low-expandable raw material is arranged thereon. Further, the elastic resin material is coated on the sheet material so as to have a predetermined resin thickness, and then they are cured.
