PROBLEM TO BE SOLVED: To provide a seawater exchange type breakwater, by which seawater can be exchanged even in the case of a low tide level in low ocean waves. SOLUTION: In the seawater exchange type breakwater, an opening section 11a with an opening extending over the upper and lower sections of a seawater surface installed to a front wall and a retarding chamber 13 communicating seawater 4 in the outside 1 of a harbor and the inside 2 of the harbor through an opening section 11b opened under the seawater surface mounted on a rear wall are formed into a bank body 3, a wall body 5 dividing the retarding chamber into front and rear sections is secured into the retarding chamber, and an inclined section 20 lowered towards the outside of the harbor is formed at the upper end of the wall body.
