PROBLEM TO BE SOLVED: To control the use permission of a common bus to each of bus masters on the basis of priority arbitrarily set for each bus master in spite of a belonging group concerning the bus master requesting the use permission of the common bus. SOLUTION: This device is provided with an input means for inputting a request signal from one or plural bus master groups including the bus master to request the use permission of the common bus, storage and hold means for storing and holding the table of information related to the respective bus masters, determining means for determining the bus master group to apply the use permission of the common bus out of one or plural bus master groups including the bus master to request the use permission of the common bus while using the table and the request signal stored and held in the storage and hold means, and output means for outputting an output signal applying the use permission of the common bus to the bus master group to which the use permission of the common bus is applied by the determining means.
