PROBLEM TO BE SOLVED: To permit the guard states of respective guard areas to be easily viewed from a separated place and to guide the operation by picture display and voice display. SOLUTION: A main control part 1 displays pictures corresponding to the total number of set and registered guard areas among the prepared pictures as normal pictures, displays the colors of area buttons displayed on the normal pictures with colors corresponding to the guard states and adequately guides the operation by a dialog and a voice message having a prescribed soft button in accordance with a situation whether a loop check is normal or abnormal or whether an IC to be used is an individual area card or a card for a plurality of areas when a release state is set from a guard state or the guard state is set from the release state in the case of inserting the IC card to a card reader 2 to set the guard state.
