SOLUTION: A charging device (magnetic brush), a magnetic brush charger, the image forming apparatus of the simultaneously developing and cleaning system and a processing cartridge are constituted by using charging magnetic particles constituted of magnetic particles which possess particle size distribution in which two or more peaks or the peak having shoulder is formed in the range of the particle size of >=0.5 &mu;m<=200 &mu;m, whose average size is >=10 &mu;m<=50 &mu;m, whose flocculating degree is >=60% and whose specific surface area (BET) is >=0.100 m2/g.
