PROBLEM TO BE SOLVED: To provide an optical functional element whose cost is reduced by reducing man-hour and improving a yield. SOLUTION: The element is provided with a clad layer 3 consisting of a first medium 4 and an optical waveguide layer 2 formed on the clad layer 3, the optical waveguide layer 2 is composed of photonic crystal wherein a second medium 5 filled into recessed parts 4a formed in the first medium 4 and the first medium 4 are cyclically arranged. The refractive index of the clad layer 3 is lessened more than the average refractive index of the optical waveguide layer 2 by lessening the refractive index of the first medium 4 more than the refractive index of the second medium 5. |
