SOLUTION: An abnormality detection part 11 in a Mayday unit 1 gives an abnormality detection signal including damage information showing the urgent degree level of an urgent state to a Mayday ECU 2 when the urgent state is generated in the vehicle. When the abnormality detection signal is given, the Mayday ECU 2 transmits a report signal including damage information in the abnormality detection signal, individual information showing that the vehicle boarding person carries an organ supply will display card and that effect which organ supply is filled in the organ supply will display card and information showing the position of the vehicle to a relief center 19 from a portable telephone set 9 through a mobile object communication network 17. When the relief center 19 receives the report signal including individual information, the possibility of organ supply is given to an organ transplant network when the level of damage information is not less than a reference level.
