PROBLEM TO BE SOLVED: To surely report the second sensor signal to a P-type storage-type receiver within a prescribed period at the time of judging as an abnormality in the case that an on/off sensor provided with an abnormality judging function is connected to the P-type storage-type receiver. SOLUTION: This system is provided with a property judging part 12 which judges as abnormal properties and states the basis of a prescribed physical quantity obtained by a first monitor part 11, a second monitor part 13 which performs monitoring according to abnormal properties and states in a monitoring condition according to properties and states obtained by the property and state discrimination part 12, a property and state storage part 15 which stores properties and states obtained by the property and state judging part 12, and a third monitor part 17 which reads out properties and states stored in the property and state storage part 15 at the time of output of a release signal Q from a receiver 2 and performs monitoring according to reach properties and states in a monitoring condition according to the read properties and states.
