PROBLEM TO BE SOLVED: To provide a picture display device in which it is never generated that the whole of a picture is seen by being blurred by enhancing apparent resolving power while enhancing the resolving power in a vertical direction as to a moving picture. SOLUTION: This picture display device is a picture display device which displays a picture by converting the video signal of an interlaced system into a non-interlaced system and is provided with frame memories 11, 12 which can store respectively picture data equivalent to two frames, a data selector 13 selectively outputting the picture data read out from the frame memories 11, 12, a movement detecting part 15 detecting the presence or absence of the movement of the video signal from the picture data equivalent to the two frames, a line memory 16 delaying the picture data outputted from the data selector 13 and an interpolator 17 which calculates the arithmetic mean between the picture data outputted from the data selector 13 and the picture data outputted from the line memory 16 in accordance with the output of the movement detecting part 15 and which can output the obtained picture data.
