The invention relates to a commissioning and testing device for a control and regulation system comprising electrically controlled hydraulic and/or pneumatic fluid valves, especially control and regulation systems of machines that are provided with valves of this type. According to the invention, all of the possible settings (2, 3, 4, 5) of different valve makes and types are combined in a mobile device and this device is connected to the respective valve of the control and regulation system to be tested with at least one valve-dependent adapter connection (88) which is or can be specially adjusted for the respective valve requirements, hereby providing a means of controlling all makes and types of fluid-controlling valves found in a machine control and regulation system. The universal cable used to bridge the physical distance can be used independently of the respective make or type of valve and is conductive in both electrical directions.
