Transmit power calculating section 108 calculates transmit power in each of variable amplifiers 103-1 to 103-N based on a transmit power control signal for instructing to increase or decrease the transmit power, and multiplexing allocating section 104 allocates the transmit signal to each of transmission amplifiers 106-1 to 106-M so that the transmit power calculated in transmit power calculating section 108 does not exceed a threshold for which each of transmission amplifiers 106-1 to 106-M is set.
