PROBLEM TO BE SOLVED: To provide a paper cushioning material and a packaging structure using the material in which a work can be easily and reliably packaged with a small amount of members to protect the work from the shock without using any resin having a fear that the air pollution arises in the disposal. SOLUTION: The paper cushioning material comprises a cushioning material body portion 2, a bottom support portion 3 to support the work (a gas-fired hot water supply apparatus A) from the bottom side, an end face holding portion 4 to hold the gasfired hot water supply apparatus A from the end face side, and a side surface holding portion 5 to hold the gas-fired hot water supply apparatus A from the side surface side, and the gas-fired hot water supply apparatus A is held between a bottom side cushioning material 1 and an upper surface side cushioning material 21 by using the bottom side cushioning material 1 having a draw-out portion 10 which has a shape (a predetermined triangular shape) not impeding the predetermined posture of the gas-fired hot water supply apparatus A to be maintained by the bottom support portion 3, the end face holding portion 4, and the side surface holding portion 5, and fulfills the reinforcing function.
