PROBLEM TO BE SOLVED: To provide a flame retardant of a nonhalogen-based compound, capable of improving flame-retardant properties of a resin-based material without damaging a thermal characteristics such as the glass transition temperature and thermal expansion properties of the resin-based material, and further to provide a resin composition containing the flame retardant. SOLUTION: This flame retardant comprises a phosphoric ester having 3,4- dihydro-3-substituted-1,3-benzoxazine ring, and the resin composition contains the phosphoric ester.
