PROBLEM TO BE SOLVED: To provide a coating agent that has good coating liquid stability, high resistance to organic solvents, and high adhesiveness to substrates, and does not generate cracks and the like on the dryness of the coating films, while employing a sol-gel method. SOLUTION: This coating agent for forming glassy coating films, characterized by comprising a compound represented by general formula (1): (R1)mSi(OR2)n(OR3)o(OR4)p, a compound represented by general formula (2): (R5)[OSi(OR6)(OR7)]r(OR8), and a compound represented by general formula (3): (HO)sM (OCOR9)t(OR10)u(OR11)v or general formula (4): O=M(OCOR12)x(OR13)y.
