PROBLEM TO BE SOLVED: To make it possible to shorten a pickling time, decrease a consumption of acid and reduce a cost of waste acid treatment in a pickling process for steel containing >=0.02% Si. SOLUTION: In the steel containing 0.02 to 3.5% Si obtained by controlling the heating temperature of 600 to 1,400 deg.C in a gas atmosphere and controlling the thickness of oxidized scale after cooling to <=50μm, the volume of magnetite in the oxidized scale is >=0.5 times that of hematite.
