PROBLEM TO BE SOLVED: To prepare a translucent or transparent cosmetic excellent in long-term preservation, and vibration and shaking stability, and containing a stably formulated oil component and oil-soluble medicine exhibiting effects for moisturizing the skin and improving the skin. SOLUTION: This translucent or transparent cosmetic contains the oil component comprising a branched saturated fatty acid liquid at normal temperature, such as isostearic acid, and a hydrophilic surfactant, regulated so that the proportion of the branched saturated fatty acid liquid at the normal temperature may be 1.0-80.0 wt.%, and the content of the oil component may be 0.01-20.0 wt.%.
