PROBLEM TO BE SOLVED: To enable a resin liquid to be impregnated evenly into a base material by lessening the dispersion of an amount of a resin adhering to both sides SOLUTION: By feeding a base material 2, with its lower surface bringing into contact with the resin liquid 1 flowing down being inclined with a prescribed angle, in parallel to the surface of the resin liquid 1, the resin liquid 1 is permeated to the base material from the lower surface. Then the liquid 1 is coated to the upper surface of the base material 2, then, by bringing a liquid-removing roller 3 into contact with the lower side of the material 2, the resin liquid of the lower surface is removed. By removing the resin liquid by the resin-removing roller 3 the adhering amount of which at the lower surface of the base material 2 is apt to become large, the dispersion of the adhering amount at the both sides of the base material 2 can be lessened.
