PROBLEM TO BE SOLVED: To start a system by activating the program of a version before updating in the case that the system is not activated due to the failure of installation or the failure of software, etc., at the time of booting and to analyze the cause of the fact that the system is not activated by utilizing the program of the old version before updating. SOLUTION: A system program is stored on a nonvolatile memory 10 by using an installer means 60 and header information is updated. At the time of activating the system, the system program to be loaded is judged from the header information updated by the installer means 60 by utilizing a booting means 70, and in the case of failing in activating the system program, the system program of the version before updating is activated.
