Media gateway controllers (MGCs) 11 to 13 of MGC group 1 all have the same point code. The media gateway 3, for connecting the telephone network using common channel signaling system No.7 to an IP protocol network, preliminarily registers and stores IP addresses in the MGCs 11 to 13 in the MGC group 1 which controls the media gateway. The MGCs 11 to 13 are connected to an exchange 2 through signal links belonging to the same signal link group. In the case that a particular signal link becomes unavailable another signal link can be switched in. When a service on an IP Network is used through an existing telephone network 101 a communication channel 100 is established between the media gateway 3 and the exchange 2 through the MGCs 11 to 13. The MGCs identify the communication channel 100 by reference to a destination point code and a channel identification code.
