PROBLEM TO BE SOLVED: To provide a plate with electrodes and a method for manufacturing the plate in which reflection of visible light by the electrodes is prevented and excellent visibility can be obtained, and to provide a gas discharge panel and a method for manufacturing the panel by using the plate. SOLUTION: The surface of a front panel glass 21 where display electrodes 22, 23 are to be formed is subjected to sand blast treatment to form a satin finish surface. Thus, reflection of visible light by the display electrodes 22, 23 is suppressed.
