PROBLEM TO BE SOLVED: To accurately execute motion detection processing. SOLUTION: A noise reduction processing part 42 reduces noise from video data inputted through a switch 41 and outputs the noise reduced video signal to a detection processing part 43 and a video signal interpolation processing part 44. The processing part 43 applies motion detection processing to the noise reduced video data and outputs a motion detection result to the processing part 44. The processing part 44 interpolates the inputted video data based on the motion detection result and outputs the interpolated data.
