PROBLEM TO BE SOLVED: To decrease both voltage variation in a power source due to rush current and higher harmonics in the power source due to phase control in a good balance. SOLUTION: In the device, starting duty ratio at soft start of a fixing heater and step up ratio of the duty ratio is set according to the temperature of the fixing heater which is detected immediately after turning the power on. For example, when the detected heater temperature is up to 40 deg., the starting duty ratio is set to 5% and the duty ratio is increased by 1% in units of three cycles. When the detected heater temperature is from 40 deg. to 80 deg.C, the starting duty ratio is set to 5%, and the duty ratio is increased by 1% in units of two cycles.
