<p>PROBLEM TO BE SOLVED: To provide a device to perform video encoding with high resolution such as HDTV by using a hierarchical motion vector detecting method. SOLUTION: A video signal encoder to encode the difference between an inputted video signal and a reproduced motion compensated video signal and to obtain a reproduction signal by performing local decoding on the basis of the encoded signal is provided with a motion vector detecting means 12 (33) to detect plural motion vectors at different hierarchies by using the hierarchical motion vector detecting method, a comparing and discriminating means 12 (35) to which the plural motion vectors from the motion vector detecting means are supplied, to perform a prescribed weighing processing according to set video bit rate and to select the motion vector and a motion compensating means 15 to which the motion rector selected by the comparing and discriminating means and the reproduced video signal are supplied and to output the reproduced motion compensated video signal.</p> |
