PROBLEM TO BE SOLVED: To lower a decoding error rate by performing high-performance encoding and high-efficiency decoding. SOLUTION: A magnetic recording and reproducing unit 50 is provided with an error-correction encoder 51 for applying error-correction encoding to inputted data in a recoding system and an interleaver 52 for stirring and relocating the order of data supplied from this error-correction encoder 51. Besides, the magnetic recording and reproducing unit 50 is provided with a modulation and error-correction turbo decoder 64 having a deinterleaver for stirring and relocating the order of inputted data so as to recover the bit array of data relocated by the interleaver 52 in a reproducing system, an error-correction soft decoder for decoding the data supplied from this deinterleaver, and an interleaver for stirring and relocating the order of data applied by a difference value between the data outputted from the error-correction soft decoder and the data outputted from the deinterleaver on the basis of the same stirring position information as the interleaver 52.
