PURPOSE: A machine and a method for drilling and cutting a pipeline are provided to perform cutting, perforating, grinding, coating, cleaning and rubber-ring removing works of a sewage pipe with only one machine. CONSTITUTION: A machine and a method for drilling and cutting a pipeline includes a main body(5), a cutting device, a perforating device(15), a grinding device, a coating device, a cleaning device and a rubber-ring removing device. The main body has a self-propelled wheel, a fixing jack(9), a camera(11) and an illuminator. The cutting device has a cutting bit(17) including a contact sensing part. The perforating device has a position generating part and the cutting bit is mounted on the perforating device. The grinding device has a collapsible joint, hydraulic cylinder and grinding stone. The coating device has a collapsible joint, a hydraulic cylinder, a rotation guiding part, a distance adjusting part and a coating tool. The cleaning device has a collapsible joint, a hydraulic cylinder and a sprinkling nozzle. The rubber-ring removing device has a collapsible joint, an oil hydraulic cylinder and a rotating saw.
